KGB, in response to the negative publications about its activities and wishing to neutralize their impact, takes measures to form a positive opinion of the public about its activities. Meetings are organized with the leaders of the public organizations like Sąjūdis, journalists, and academic community; books, document collections, and articles are published. In the formation of the positive image of KGB, discrediting of dissidents and the former partisans is being used in order to justify its own repression policy. In improving its own image, more attention is devoted to the work with letters and complaints of the population. Publicity inside the service is manifest in appointing the heads of departments and subdivisions. Also, recommendations are provided for the departments, by which means to represent the KGB activities.
