Other KGB subdivisions

The 7th Division of USSR KGB carried out the external monitoring and operational determination. It served the other divisions of KGB. They applied secret operational instruments such as secret searches, tracking and etc.

10th Division of USSR KGB is the Records - Archives Department, which gathered, systemised and analysed the data collected by the KGB. The main functions were: records of personal and work files of agents, operational follow up files and records of criminal procedures; handling of statements and complaints of the residents (they were most probably statements from People's Defense Platoons or their relatives); special control of the individuals travelling abroad or tourists; “general operative – informational indexes”, further formation and management of –OSK”; management of the “operational – chekist” archives.  The internal prison of the USSR KGB was under its authority and was renamed to the USSR KBG Remand Prison since 1959.

The USSR KGB inspectorate monitored the work of the divisions of KGB, how the rules of the storing of the secret information were followed, checked the condition and the reliability of the conspiratorial apartments, which were meant for meetings with agents. Was also responsible for the reviewing of the “chekist teaching” projects, which were prepared for the press.

Information – Analytics Subdivision. Its functions were the collection, gathering processing and distribution of intelligence information on the activities of foreign special services and the counter-intelligence possibilities of the KGB to the relevant operative divisions of the KGB. Other activities included the establishment of information funds, keeping of follow ups of persons, establishment of alphabetical index for the Soviet citizens and citizens of foreign countries, which were suspected of espionage, as well as to the Soviet citizens, which were suspected of trying to escape from the USSR. In the eighth and ninth decades all the notifications submitted to the KGB structures, the so called signals about the anti-Soviet occurrences, were began to be recorded, the general operational situation and its changing in Lithuania was analysed. They have also prepared the special informational ballots for the press, usually about the current events on counter-intelligence. 

USSR KGB Governmental Communications Department. This department was held responsible for the stations of governmental communications. The main VČ station in the territory of the USSR operated in Vilnius. The technicians working there managed (have also provided practical support) the work of the VČ stations located in Kaliningrad, Riga and other zones of Vilnius, meanwhile the work of the Vilnius station was constantly controlled by the employees of Minsk VČ station (central “Minsk zone” station).

The USSR KGB Cadre Department organised and controlled the selection, allocation, formation of reserve, and training and improvement of qualification. This department was also responsible for the ideological education and training of the KGB employees. It distributed the “training instruments” received from the USSR KGB to the peripheral divisions.

Secretariat of USSR KGB.  The functions of this administrative division were related to various documentation, its preparation, distribution, archiving, inventory, control of the clerical “regime of secrecy”. It monitored how the orders from the higher divisions of KGB as the Board and the decisions in the lower institutions were followed: reviewed the proposals from the residents, complaints and statements or employee reports: organised the annual check of the top secret and secret documents and nomenclature files. When controlling the activities of the KGB structural divisions of the USSR cities and districts, the annual reports according to the lines of work were received. (Annex No. 9, USSR KGB structure 1954-1990).

Military Medical Service – medical service for the employees of the KGB and their families, as well as the pensioners of KGB.

Financial Division of the KGB – took care of the management of the financing and expenditure. Financing was provided by the USSR KGB in accordance with the Financial plans of the USSR KGB. Have also planned the expenses, controlled the financial and accounting activities of other KGB divisions. 

Division of Economy – the material-technical supply for the KGB divisions (sanatoriums, housing and etc.).

The 23rd Boarder Detachment – responsible for the security of the boarder (the Baltic Sea), fighting against smuggling and espionage from the West, illegal escapes to the West.

KGB Party Organisation – the instrument of party control, which was also responsible for the ensuring of the discipline of the KGB cadres, order and political education.

8th Division – ciphering services, (encoding and decoding of information) ensuring the safety of the ciphering, technical protection.

9th Division – protection of party management and government.
