A message by F. Bobkov, head of the USSR KGB 5th Board, about the situation of agents’ and operatives’ work connected with cases of operative surveillance and measures on how to improve the work.
This paper highlights an important aspect of the work of the subdivisions of the 5th Board of the KGB, that is, their operative activities and one of their aspects, work with operative cases. It also defines who had files opened on them, and with what counterintelligence and operative means they were prepared (agency, trusted people, pressure on the public, prevention). The document assesses the effectiveness of these measures, lists shortcomings and gives recommendations on how to improve the work in connection with operative files. The analysis of people with operative files on them is deeper, and the control over them is tighter. In order to stop their activities in the future, agents, prevention and discrediting are employed.
