By this letter KGB subdivisions are urged to draw up a plan of agent-operational measures, which should ensure the security and secrecy of state secrets, strategically important information. When making a plan, the following measures and actions should be taken into account and be reflected: information collection on the enemy’s activity, its methods, objects of their interest, strengthening of the agent network in strategically important objects, clarification of persons who are especially interested in secret information, protection of the communication system, assurance of secrecy regime, secret information protection at enterprises, etc.
