The letter describes the practice of case investigation connected with publishers and distributors of illegal publications such as Lietuvos Katalikų Bažnyčios Kronika and Aušra, as well as authors of anonymous leaflets who are accused of anti-Soviet campaigning and propaganda. Recommendations on what to focus on when conducting cases of this type and formulating accusations are provided. Examples of investigations completed and cases identified by the KGB are also provided.
