The KGB of the USSR approved a list of measures aimed at the improvement of the work of peripheral units. The improvement should be ensured by a closer cooperation between the KGB central unit, the KGB bodies and the main divisions and departments in the process of preparing operation plans, organising work of departments, improving intelligence work, formulating and improving HR policies, and submitting reports based on a linear distribution of functions. Furthermore, it is recommended a greater involvement of party structures be ensured in the process of consideration of reports on the operation of peripheral units and plans of peripheral units.
