4. Review reference on the measures carried out according to the agency examination object “Mantas” of 10 August 1963 by Lt-Col I. Tumantsev, Chief Adviser of the Group under LSSR KGB Chairman.

The document lays out the recruiting of “Mantas”, a Lithuanian “nationalist”, and a repatriate from Australia. It is told how with the help of other agents to find out the intentions of “Mantas” to flee to the West were revealed. The Soviet security game with the American secret service was started by using “Mantas” for that purpose , external shadowing of the latter in Lithuania.

14. 15 February 1963 KGB plan of measures to identify and prevent the ‘negative’ influence of the figures of independent Lithuania on youth and intellectuals.

In this letter, the KGB points out the influence of the figures of independent Lithuania who returned from exile and imprisonment and of Lithuanians abroad on the young generation of intellectuals and their creative work. Seeking to limit and neutralise this influence, the following action plan is provided: to neutralise and isolate the influence of intellectuals of independent Lithuania such as D. Cesevičius and J. Keliuotis on other intellectuals and to strengthen the activities of KGB agencies among the academic community (the Academy of Science, universities) and creative intellectual community (publishing houses, film studio, artists). In addition, to more closely monitor and control youth and the activities of young people and to take timely actions and countermeasures against anti-Soviet activities.
